The Trump administration argued before a federal appeals court that the Pentagon should be able to reprimand Democratic Senator Mark Kelly of Arizona for reminding military members of their right to refuse illegal orders and for criticizing the Defense Department. Justice Department lawyers told the three-judge panel that disciplinary action against the senator should be permissible.
