<p>The U.S. Small Business Administration plans to establish Disaster Loan Outreach Centers for people affected by three rounds of storms that ravaged the Chicago area last month.</p><p>The centers are set to open Wednesday and be available through July 30. Representatives will be available to answer questions about the disaster loan program, explain the application process and help with applications.
