Japan's Meteorological Research Institute announced a three-year initiative to strengthen observations of water vapor over the ocean in order to improve forecasts of linear precipitation bands that cause seasonal heavy rainfall. The program will equip observation ships with laser equipment to directly measure atmospheric water vapor, with the goal of transitioning the technology to operational use.
