In Ituri, Governor Johnny Luboya issued a warning to all political actors and community leaders who would consider collaborating with the M23 rebels. In a statement to the press, Lieutenant General Luboya denounced the recruitment of young Iturians by certain individuals for the benefit of this armed group. These actions, he said, are aimed at undermining the peace and development efforts already undertaken in the province. "As far as the M23 is concerned, there has so-called leaders who are recruiting here and who have contacted the M23 to bring them to Ituri. Look how far we've come. We had almost the entire province in insecurity. Today, out of the five territories, four are relatively secure. Even in Djugu, markets have reopened and people are rubbing shoulders again. The city of Bunia has developed thanks to the infrastructure we have put in place and the initiatives of the Iturians themselves". The governor of Ituri continues: "Are we going to destroy everything because of a few charlatans who seek to introduce the enemy of the people here?
