Jammu, Jun 14: Deemed to be a cornerstone of citizen-centric governance in Jammu and Kashmir, the Public Services Guarantee Act (PSGA), 2011, during 15 years of its introduction, has charted a robust growth graph in terms of number of services covered yet has failed to contain downward spiral of its core – the “guaranteed timeline.” The downward trajectory has been particularly conspicuous in case of the very crucial Revenue department and specifically – in terms of services concerning (land-related) “Extracts.” The timeline, notified under the Act-- with respect to services related to (land) extracts, mutations- ranges from 10 days to 30 days. However, there are complaints galore from both Kashmir and Jammu regions by the citizen-applicants vis-à-vis implementation of guaranteed timelines. The nature of grievances differs from poor or slack delivery mechanisms (within the prescribed timelines) to ‘no-delivery’ at all for months together.
