I recently walked along Westchester Lagoon on a sunny day. That is a choke point for walkers, cyclists, families with “chariots” or children afoot, and birders, a mix of tourists and locals. During only a short walk, I repeatedly saw dangerous maneuvers by speeding cyclists.
