Romania is nearing the end of its National Recovery and Resilience Plan funding window with only half of the expected €20 billion disbursed. The remaining funds are contingent on passage of two stalled reforms: a new salary law under discussion since 2023 and an Urban Code that has been blocked in Parliament for three years.
