There are no independent public associations in Turkmenistan. Officially registered associations, in particular the Tebigatçy (Young Naturalist), are maintained at the expense of the population. At the beginning of the year, the head of the association appeals to the relevant minister and he instructs the subordinate organizations to pay the requested amount at the expense of the employees.
