WHO Director-General Tedros Adhanom Ghebreyesus declared a Public Health Emergency of International Concern on May 17, the highest alert level in global health law, over an epidemic that appears to have begun in Bunia, Democratic Republic of Congo on April 24 with a nurse falling ill.
