In Ituri, Governor Johnny Luboya issued a warning to all political actors and community leaders who would consider collaborating with the M23 rebels. In a statement to the press, Lieutenant General Luboya denounced the recruitment of young Iturians by certain individuals for the benefit of this armed group.
