Grindeanu claims the interim government under Prime Minister Ilie Bolojan exceeded its constitutional authority by adding elements beyond the EU-backed SAFE framework, while the Ombudsman argues the dismissed government had no power to issue the ordinance at all. Legal experts suggest the Ombudsman's complaint has stronger grounds and could result in annulment of the ordinance just weeks before the scheme's contract deadline.
