Nelson Mandela Bay acting city manager, advocate Lonwabo Ngoqo, has said in a letter to councillor Gustav Rautenbach that the ‘unbearable’ situation in the metro has forced him to seek external help to address ongoing water and electricity crises, as residents face extended outages, while the Department of Water and Sanitation issued a dismal performance review for the metro.
