A man from Argeş County received two fines from the Police, totaling over 2,800 lei, after he entered the shoulder of a highway as a pedestrian, after which he caused a scandal when the police informed him that the highway was not intended for walking. One of the sanctions was applied for violating the traffic code, the other was given for violating social coexistence norms.
