A federal judge has consolidated three separate legal challenges to Tennessee's redrawn congressional districts into a single case, all to be heard by Chief U.S. District Judge William Campbell Jr. The ACLU brought the original challenge on behalf of Memphis-area voters, clergy, and nonprofits.
